A resident with Mental Retardation and Developmental Disabilities (MRDD) has been terrorizing his fellow nursing home residents at night at the Randolph House nursing home in Vandalia, Illinois. The nursing home administration has been aware of his activities, but repeatedly failed to notify the Illinois Department of Public Health (IDPH) of his activities. As a result, multiple residents of the Randolph House have been the victims of sexual abuse.
The attacker is 27-years-old and has a the functionality of a nine-year-old according to mental evaluations. He has a history of explosive and aggressive behaviors toward himself that have resulted in multiple hospitalizations. On one occasion he attacked a staff member, an incident that resulted in a hospitalization and a charge of battery.
There were several incidents noted in the report that should have been reported to the IDPH, but weren’t. One resident reported that the abusive resident “gets wild” and removed his pants. On another occasion, he cornered a resident and exposed himself. The IDPH still has not been notified of this incident.
There were more incidents that seemed to indicate an escalation of abuse. A staff member overheard a resident demanding that the assailant get out of their bed and saying “No, no, stop.”
The first obligation of a nursing home is to protect the residents who live there. Many residents are easy to treat. They create few problems and communicate as best they can with staff members. They take direction and engage in healthy activities.
Some residents, however, are very different. The resident who is the focus of the IDPH report on the Randolph House seems to be one of them. One of these residents can require as much supervision as three other residents.
Without proper supervision, the resident’s aggressive behavior continues to escalate until someone is seriously hurt.
